DECC published on the 27 November 2013 the Home Energy Conservation Act 1995 (HECA) reports from 299 English local authorities setting out the ‘energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area.’
Guidance issued by DECC in July 2012, under the HECA 1995, required all English authorities with housing responsibilities to prepare a report by 31 March 2013. Progress reports are to be submitted at two yearly intervals up to March 2027.
DECC highlights that ‘The database can be used, for example, to see an outline of LA’s plans for Green Deal, ECO and fuel poverty activity, local targets such as CO2 reduction, information on housing stock data, activity planned on FITs/RHI, details on planned area-based approaches, an outline of partners and details of co-funding where appropriate. The database may therefore be particularly useful for prospective partners to identify any opportunities to work with particular LAs.’
